Rate CB prices only 'authorized' consumption cheaply (4.324 c/kWh large power); Art. 7.2 freezes authorized capacity to what was held or confirmed before June 7, 2018 or won through an allocation award, so a NEW miner's entire energy draw bills at 18.767 c/kWh — roughly 4.9x Rate L. Service is non-firm: curtailable to 5% of peak for up to 300 h/year (Art. 7.9). A block of electricity is reserved for cryptographic use applied to blockchains, but allocation from that block is PROVISIONALLY SUSPENDED: Hydro-Québec asked the Régie de l'énergie to suspend the allocation process while the number of megawatts involved is reassessed, and the Régie approved the suspension in a decision issued January 10, 2023 (docket R-4210-2022).
